Make sure your primary keywords are found in page titles, headers, first in content etc. Research which keywords convert best and are easiest to get top ranking positions in search engines.
Keep your website design and navigation simple. Create HTML sitemaps for navigation and XML sitemaps for having search engines crawl and index your website faster.
Submit your important pages to popular search engines, website directories, social bookmarks etc. You can hire someone of use semi-automatic tools. Avoid using automated submission for important search engines, directories etc.
Used a varied set of website promotion strategies to rank. Just like reciprocal and paid links have been devalued, so may any current search engine optimization strategy. Optimize your pages, link build and keep up to date on search engine algorithms.
Monitor your competitors and try to find out how they are ranking higher than you. Incoming links? Redirects from other domains? Better optimized pages? Find out and start ranking higher!
Use logs and analytics software to understand where traffic comes from. Analyze your visitor location, if they come from searches or links, which keywords convert to sales etc.

Very Effective tips to follow for ranking website. I do agree hiring professional for website is not cost effective, you can follow itself.

Beside this there are many ways like signature posting to give you fast link to your webiste. Most of the forum website allows you to place 3 to 4 linsk to any website. So if you post some do follow forum along with rich keyword to your website you can get good link to increase popularity to your site. You also can submit your quality article to Ezine that will get good pr in few months.

Alse remember to use some of the below meta tags to improve website ranking

Meta Robots: This tag enjoys full support, but you only need it if you DO NOT want your pages indexed.

Meta Description: This tag enjoys much support, and it is well worth using.

Meta Keywords: This tag is only supported by some major crawlers and probably isn’t worth the time to implement.

Meta Everything Else: Any other meta tag you see is ignored by the major crawlers, though they may be used by specialized search engines.

Very effective tips here, rankings go up depending on the number of links that are “pointing” at you.
However there are still a lot of other ways to increase your sites visibility on the net i.e fresh content, error free pages, easy to follow navigation, keywords and good descriptions.. to mention a few.
